Resource management is rarely as straightforward as increasing efficiency. In the case of global groundwater, conservation efforts often trigger a rebound effect, where improved productivity leads to higher rates of extraction rather than savings. Success in stabilizing aquifers or promoting renewable energy investment is rarely the result of a single policy lever. Instead, it requires a nexus of strict regulation, green finance, and integrated management. Without the bedrock of consistent, enforceable policy, technological advancements in energy or water usage often fail to yield meaningful long-term recovery.
